Message from the President  (October 2006)
 
    During the Fourth General Assembly and the Fourth Session of the Council of China Association for International Science and Technology Cooperation (CAISTC), the new leading group of the Association was elected. I would like to take this opportunity to express my gratitude to the Assembly and the Council for electing me as CAISTC President and provide me with the opportunity to work with all of the members of CAISTC, colleagues and friends from inside and outside China to promote and enhance collaboration and exchange in science and technology between China and foreign partners. I shall endeavor to promote the sustainable development of this important undertaking!
 
    The world today witnesses rapid development in science and technology and the era now is one of knowledge-based economy. Economic strength, scientific and technological ability and innovation capability have become critical elements in the sustainable development and prosperity of a nation. At present, all states are trying their best to become more competitive by extensively conducting international interaction in science and technology, while accelerating science and technology development, enhancing innovation ability and increasing integrated national strength. It is their responsibility and important mission for governments, scientists and non-government organizations to grasp the opportunity and make contribution to meet this goal.
 
    China has entered a new period of building a well-off society and accelerating socialist modernization. The critical factors for realizing this grand strategic objective are to promote the development of science and technology, which is defined as productivity of first importance, enhancing capability in indigenous innovation and building China into an innovative country. To implement the policies of ¡°Open and Reform¡± and ¡°Going Global¡±, and to enhance international cooperation and exchange are of paramount importance to the realization of the goal of making China an innovative country.
 
    CAISTC will spare no efforts in helping the realization of the above-stated goal. CAISTC will work hard and provide better services to the science and technology community, enterprises, institutions and government agencies, including the Ministry of Science and Technology, Chinese Academy of Sciences, Chinese Academy of Engineering, China Association of Science and Technology and China Natural Science Foundation. CAISTC, as an NGO with special consultative status granted by UN Economic and Social Council, will strive to strengthen international activities aimed at promoting international science and technology cooperation, promoting peace, friendship and mutual development!
 
    Please allow me to express my sincere thanks to all who have supported the work of CAISTC, and I look forward to having more fruitful cooperation with all parties concerned.

Creation of CAISTC

         China Association for International Science and Technology Cooperation (CAISTC), founded on March 16, 1992 is a national science-based, non-profit non-government organization of comprehensive, cross-sectoral and multi-disciplinary nature in China, and has the status of a legal person.
 
Objectives:
   
    In the context of economic globalization and growing integration of science and technology with economic development, CAISTC is dedicated to promote comprehensive, multi-sectoral and multi-tier international cooperation in science and technology, for the purpose of accelerating China¡¯s economic and scientific progress and fostering communication among domestic and foreign scientific, technological and engineering communities, by fully following the policy of ¡°Bringing in and Going Global¡± and the policy of ¡°Relying on both Government and Non-Government Resources¡±, and by making good use of the resources and the open environment for international cooperation in science and technology. The activities of the association will focus on helping the realization of China¡¯s strategy for building a well-off society and on enhancing China¡¯s abilities for indigenous innovation, for international science and technology cooperation, and for global competitiveness.
